Hmmm. This is a hard one. I think Beauty (the capital-b concept) is big enough to contain "ugliness." But I think it is hard for us (humans having perceptions) to see past our own determinations of what is beautiful vs what is ugly. I also think it is hard for us to perceive beauty-in-ugliness until ugliness has been objectively transformed into something beautiful -- but then we usually see it as beautiful for something other than its physical properties.
